Washington State SB 5004 "Alyssa's Law" Signed into Law

On Monday, May 19, 2025, Governor Ferguson signed SB 5004—commonly referred to as Alyssa's Law—into law. In the weeks since, you’ve likely been overwhelmed by vendors offering panic buttons and pre-packaged solutions, all promising compliance by the October deadline.
Here’s the problem: Most of manufacturers and integrators haven’t actually read the legislation.
If they had, they’d know the law does not mandate panic buttons. What SB 5004 actually requires is that each school district coordinate with local law enforcement, PSAPs (Public Safety Answering Points), and designated safety and security staff (as defined in RCW 28A.320.124) to develop an emergency response system tailored to their specific needs.
According to the bill, an “emergency response system” must include at least one of the following:
Panic or alert buttons connected to school and emergency personnel
Live video feed access for law enforcement, district, and school staff
Live audio feed with the same access
Remote-controlled door access
Interactive two-way communication systems
Or, a system that meets applicable state building code requirements for Group E occupancies or aligns with a safe school plan under RCW 28A.320.125
Districts must submit a progress report on their emergency response system implementation to OSPI by October 1, 2025.
